3. Bidder qualification requirements
3.1 This tender requirements: the bidder has a valid business license, and in personnel, equipment, funds and other aspects of the corresponding ability;
3.2 the legal representative or the person in charge of the bidder is the same person or different units with holding and management relationship, it is not allowed to participate in the bidding of the same bid section or the same bidding project without division of bid sections;
