1.2 Planned construction period: within 90 days from the date of issuing the commencement order.

1.4 This project does not divide the bidding package and introduces a supplier.

1.5 The highest bid price is set for this project: if the total price quoted by the bidder excluding tax is greater than 27.447397 million yuan and the total price including tax is greater than 29.837641 million yuan, it will be treated as invalid bid.

2. Bidder qualification requirements

2.1 Bidders shall be legally registered within the territory of the People's Republic of China, have independent legal personality or be other organizations.

2.2 This project does not accept consortium bids and may not be subcontracted or illegally subcontracted.

2.3 Bidder shall not have the following circumstances:

2.3.1 being ordered to suspend business or in a state of bankruptcy; the property being reorganized, taken over, sealed up, seized or frozen;

2.3.2 The bidding qualification is suspended or canceled by China Mobile Communications Corporation or China Mobile Communications Group Hubei Co., Ltd. or relevant administrative supervision department;

2.3.3 In the last three years, the relevant administrative supervision department determines that there is a fraudulent bid or serious breach of contract;

2.3.4 Those who are included in the list of serious illegal and dishonest enterprises in the national enterprise credit information publicity system, and those who are included in the list of serious dishonest subjects in the website of "Credit China;

2.3.5 There is forged or false information in the bidding documents.

If the person-in-charge of a 2.4 unit is the same person or different units with a holding or management relationship, they shall not participate in the bidding of the same tender project for the same tender package or for which the tender package is not divided.

2.5 Bidders shall provide contracts for completed similar projects (similar projects refer to mechanical and electrical engineering construction projects) signed from January 1, 2021 to the date of announcement, and the tax amount of a single contract shall not be less than 20 million yuan.

Remarks:(1) Performance certification materials shall be provided: ① scanned copies of key pages of the contract (key pages shall at least include the first page, target page, amount page, signature and seal page, and time page);② A scanned copy of the contract invoice with at least 10% of the contract amount shall be provided; ③ Project completion report or completion acceptance report shall be provided.

(2) The time shall be subject to the signing time of the contract or the execution start time embodied in the contract, and the amount of the individual contract or the framework contract shall be subject to the amount of the contract signed.

(3) The contact person and telephone number of the opposite party of the contract shall be provided, and the original contract shall be available for reference. The performance of similar projects that cannot be distinguished shall not be included in the scope of evaluation.

2.6 qualification requirements: the bidder must have the following qualifications:

2.6.1 The bidder shall have the Grade II (or Grade B) or above qualification for general contracting of mechanical and electrical engineering construction issued by the administrative department in charge of housing and construction, or Grade I (or Grade A) qualification for professional contracting of construction mechanical and electrical installation engineering, and shall provide a scanned copy of the qualification certificate within the validity period.

Note: According to the "Ministry of Housing and Urban-Rural Development on the issuance of construction engineering enterprise qualification management system reform plan notice" (Jianshi [2020] No. 94), the qualification certificate issued or renewed according to the corresponding relationship of qualification according to the above principles.

2.6.2 The bidder shall have the safety production license issued by the administrative department of housing and construction, and shall provide a scanned copy of the certificate within the validity period.

2.7.3 There shall be not less than one full-time safety production management personnel: with a valid safety production assessment certificate (C certificate) issued by the administrative department in charge of housing and construction.

3. Qualification review method

5. Submission of bidding documents

5.1 Submission of paper bidding documents: This bidding project does not accept the submission of paper bidding documents (except for the bid guarantee and the legal representative's authorization letter ).

5.2 Submission of Electronic Bidding Documents: Electronic bidding documents are submitted through China Mobile's Electronic Procurement and Bidding System. The deadline for bidding is 10: 00 on April 16, 2024.
