2. Procurement scope and related requirements

3. Candidate qualification requirements
1. The candidate must be an independent legal person or other organization legally registered within the territory of the People's Republic of China, legally operating and independent of the purchaser and agency. If the candidate is an enterprise legal person, he must provide a legal and valid business license for the enterprise legal person; if the candidate is a public institution or other organization, he must provide a public institution legal person certificate or registration certificate or organization code certificate or other valid certification documents.
2. The candidate must promise to issue a special VAT invoice (provide a valid commitment letter) to the purchaser after winning the election.
3. Candidates have at least one performance of installation and construction of supporting equipment for computer rooms in China from January 1, 2021 to the deadline for response.
4. Candidates also have the following qualifications:
(1) It has the qualification of Grade III or above for general contracting of communication engineering construction issued by the effective national construction administrative department.
(2) Have a valid Safety Production License issued by the national construction administrative department.
5. Candidates must meet the requirements of three types of security personnel:
(1) The main person in charge of the enterprise: has an effective safety production assessment certificate (Certificate A) issued by the national communications department or the construction administrative department.
(2) Project Manager: with a valid safety production assessment certificate (B certificate) issued by the national communications department or the construction administrative department.
(3) Full-time safety production management personnel: have an effective safety production assessment certificate (C certificate) issued by the national communication department or the construction administrative department.
(4) At least one of the above three types of safety management personnel has a valid registered safety engineer qualification certificate issued by the Emergency Management Department.
6. A candidate shall not have one of the following circumstances:
(1) It is a subsidiary body (unit) of the purchaser that does not have independent legal personality;
(2) Providing design or consulting services for the preliminary preparation of the procurement project, except for the general contracting of design and construction;
(3) The supervisor of this procurement project;
(4) The construction agent of this procurement project;
(5) Providing procurement agency services for this procurement project;
(6) The same legal representative as the supervisor or builder or agency of the procurement project;
(7) Mutual holding or equity participation with the supervisor or builder or agency of the procurement project;
(8) Interworking or working with the supervisor or agent or agency of the procurement project;
(9) The bidding qualification is suspended or canceled according to law;
(10) being ordered to suspend production or business, temporarily withholding or revoking a license, and temporarily suspending or revoking a license;
(11) Entering into liquidation proceedings, or being declared bankrupt, or otherwise incapacitated;
(12) In the last three years (36 months before the deadline for submission of response documents), the competent department of the relevant industry or the judicial organ has determined that there are fraudulent bid winning, serious breach of contract, major project quality or major project safety problems (subject to the administrative penalty decision of the competent department of the relevant industry or the relevant legal documents issued by the judicial organ);

(15) those who have been identified by the Supreme people's Court as untrustworthy persons subject to enforcement (subject to the list of untrustworthy persons subject to enforcement published on the "Credit China" website or credit information sharing platforms at all levels), except those who have been executed or are no longer executed;
(16) listed in the "list of prohibited trading enterprises" by China Tower Co., Ltd. or Guangxi Zhuang Autonomous region Branch of China Tower Co., Ltd. or Guangxi Zhuang Autonomous region Branch of China Tower Co., Ltd;
(17) Listed by China Tower Co., Ltd. or China Tower Co., Ltd. Guangxi Zhuang Autonomous Region Branch as a national-level or Guangxi Zhuang Autonomous Region branch-level similar service provider blacklist and within the validity period.
(18) The candidate and the upstream customer in the procurement requirements of this project are the same enterprise, that is, they have the same unified social credit code.
Note: A valid commitment letter is required, and the response will be rejected if it is inconsistent with the commitment.
7. The legal representative or person in charge of the candidate is the same person or different candidates with holding or management relationships, and shall not participate in the same bid section response or the same comparison and selection project response without division of bid sections.
8. The shareholders of the candidates are natural persons, and different candidates who are completely consistent are not allowed to participate in the same bid section response or the same comparison project response that is not divided into bid sections.
9. The senior management personnel of the candidates (including the legal representative/person in charge of the unit, the chairman of the company, the vice chairman of the company, the general manager of the company, the deputy general manager of the company, the chief accountant of the company/the chief financial officer of the company) are the same person or exist Different candidates who cross-hold positions are not allowed to participate in the same bid response or the same comparison and selection project response that is not divided.

Note: The electronic procurement platform of China Tower has the function of analyzing the similarity of the response file, and can check the machine code of the response file made by the candidate unit, so as to judge whether there is any collusion phenomenon.
(1) The file production machine code is composed of five characteristic codes of the computer's MAC address, hard disk number, CPU number, motherboard number and tool identification number encrypted by MD5. The same file production machine code can be directly identified as the file was compiled and generated on the same computer.
(2) The document creation identification code is a string of GUID codes generated by potential candidates using the document production tools provided by the platform to mark the uniqueness of the document. The same document creation identification code can be directly identified as using the same response document draft to generate two or more documents.

4. Methods of Qualification
This project will be subject to post-qualification examination. See Chapter III "Evaluation Methods" of the comparison and selection documents for the criteria and contents of the qualification examination. For candidates who fail to pass the post-qualification examination, their response documents will be rejected.
