1. Project overview and procurement content
1.1 Project Overview
In 2023, China Unicom Benxi Branch will purchase the moving ring monitoring system for the new oil room. The budget does not include tax: 53333.33 yuan, and tax: 60266.66 yuan.
1.2 procurement content: procurementMoving ring monitoring36 sets of systems, including wiring and commissioning.
Delivery period: delivery within 30 calendar days from the date of signing the contract.
Delivery location: subject to the specific project location.
Warranty period: 12 months after the final inspection.
1.3 The highest response price is set for this project: the highest response price is 47999 yuan (excluding tax). If the response quotation of the respondent is higher than the highest response price, the response will be rejected.
2. Respondent qualification requirements
The 2.1 respondent is an independent legal person or other organization with the ability to perform the project, registered within the territory of the People's Republic of China, legally established and existing in accordance with the relevant laws of the People's Republic of China, independent of the purchaser and the procurement agency, and must provide a legal and valid business license.
The 2.2 respondent must have the qualification of a general VAT taxpayer and be able to issue a special VAT invoice with a tax rate of 13% (the general taxpayer qualification certification materials must be provided or the special VAT invoice of 13% has been issued to the public, and the special invoice does not have the word "issued on behalf of").
The 2.3 respondent shall undertake to have good bank credit and business reputation, and shall not be in a state of being ordered to suspend business, property taken over or bankrupt.
The person-in-charge of the 2.4 unit is the same person or different units with holding or management relationship, and shall not participate in the same bid package response or the same comparison and selection item response without dividing the bid package.
2.5 This project does not accept the agent answer.
2.6 This project does not accept the consortium response.
The 2.7 respondent shall not have one of the following circumstances:
(1) It is a subsidiary body (unit) of the purchaser that does not have independent legal personality;
(2) being suspended or disqualified from standing for election;
(3) The property is taken over or frozen;
(4) Fraudulent selection, serious breach of contract, major project quality or safety problems within the last three years;
(5) It has an interest with the purchaser and may affect the fairness of the procurement;
(6) The person in charge of the same unit as other applicants for this procurement project, and there is cross-appointment, mixed use of personnel or kinship between senior management personnel;
(7) Holding and management relationships with other applicants for this procurement project;
(8) The construction agent of this procurement project;
(9) The procurement agency for this procurement project;
(10) The same legal representative as the construction agent or procurement agency of the procurement project;
(11) There is a holding or equity relationship with the agent or procurement agency of the procurement project;
(12) being ordered to suspend production or business, temporarily withholding or revoking their permits, and temporarily suspending or revoking their licenses;
(13) Entering into liquidation proceedings, or being declared bankrupt, or otherwise incapacitated;
(14) The administrative department for industry and commerce shall include the list of serious illegal and dishonest enterprises in the national enterprise credit information publicity system;
(15) There is no employee shareholding or employment (part-time) with China Unicom;
(16) The MAC address of the response file uploaded by different responders in the same purchase package is the same;
(17) Different responders have the same contact person, contact number or contact E-mail;
(18) China Unicom's blacklist suppliers within the prohibition period and other legal persons or organizations registered and established by them that are similar to their existing business participate in the response; China Unicom's blacklist prohibited personnel within the prohibition period participate in the response.
(19) Other circumstances limited by laws and regulations.
3. Methods of qualification examination
This project will be subject to post-qualification review. See Chapter III "Review Methods" of the comparison and selection documents for the criteria and contents of the qualification review. For those who fail to pass the post-qualification review, their response documents will be rejected.
4. Select a file to obtain
Obtaining time of 4.1 comparison and selection documents: 16:00 on February 23, 2024 to 17:00 on February 28, 2024 (Beijing time, the same below) (including legal work holidays and legal holidays).
4.2 * The price of each set of comparison and selection documents is RMB 500 yuan only (500 yuan) and will not be refunded after sale.
5. Submission of response documents
Deadline for submission of 5.1 response documents (I .e. response deadline): 10: 30 on March 5, 2024 (Beijing time).
