The 2.1 respondent must be legally registered within the territory of the People's Republic of China and have a legal business license for an enterprise legal person or other organizational business certificate. III. Obtain comparison and selection documents

3.1 This project implements the online sale of electronic procurement documents, and no longer sells paper procurement documents. IV. Submission of response documents

4.1 This project does not accept the submission of paper response documents (except for the response guarantee and the legal representative's authorization letter ).

4.2 electronic response documents are submitted through China Mobile's electronic procurement and bidding system. The deadline for response is 09: 30 on February 05, 2024.

4.3 This project will be priced in China Mobile's e-procurement and bidding system at the same time as the above-mentioned response deadline. The legal representative of the respondent or his entrusted agent can participate in China Mobile's e-procurement and bidding system on time.

4.4 one of the following circumstances occurs, the purchaser/procurement agency will not accept its response documents:

The 5.1 supplier must submit the electronic response document on the system before the response deadline.

5.2, when the price of all respondent's response files is decrypted abnormally, the price of singing is postponed until the response files can be decrypted normally. When the price decryption of individual supplier's electronic response file is abnormal, the system confirms that it is caused by non-system reasons, and the respondent shall bear the corresponding responsibility.

5.3 the supplier's electronic response file is uploaded and submitted after CA certificate encryption, no unit or individual can view or tamper with it before the response deadline (I. e. the price time, the same below), and there is no risk of leakage.

5.4 the supplier can submit or withdraw the electronic response document several times before the response deadline, the electronic response document submitted in the previous time must be withdrawn before submitting the new response document, and the electronic response document system submitted in the previous time will be completely deleted.

5.5 suppliers can log in to the system to view the results of the electronic response file upload and submission, and understand and confirm the submission status of the electronic response file.
