I. Conditions of Bidding
The procurement project of the equipment room dynamic monitoring system of the Agricultural Development Bank of China Shangqiu Branch has been approved and implemented by the relevant departments. The tenderer is the Agricultural Development Bank of China Shangqiu Branch, and the construction funds are self-raised. The project has already met the bidding conditions, and the project is now subject to public bidding.

2.6 supply and installation period: 30 calendar days after signing the contract;

III. Qualification Requirements for Bidders
The 3.1 has the ability to independently bear civil liability and provide valid business license and other valid supporting documents.
3.2 has a good business reputation and a sound financial accounting system. Provide audited financial reports or financial statements for 2022 or 2023 or a certificate of credit issued by the bank, and if the number of years of establishment is insufficient, the actual number of years of establishment shall prevail.
The 3.3 has the necessary equipment and professional technical ability to perform the contract. Provide commitment letter or other supporting materials (self-prepared format)
3.4 have a good record of paying taxes and social security funds in accordance with the law. There is a good record of paying taxes according to law (any one month since January 1, 2023) and social security funds (proof of paying social security funds according to law for any one month since January 1, 2023, which can be a bank deduction receipt or a bill issued by the social security department). Institutions, organizations or scientific research units can issue information if they do not have tax payment or social security certificates.
The 3.5 has no major illegal records in its business activities within 3 years before participating in the bidding procurement project;
3.6 Credit Requirements: Bidders must provide records on the "Credit China" website *. Bidders who are included in the list of dishonest enforcers, major tax violations and dishonesty subjects, and serious violations and dishonesty in government procurement are not allowed to participate in the bidding activities of this project.
The 3.7 provides the query results or undertaking letter of no bribery criminal record of the enterprise and its legal representative on the China Judgment Document Network (wenshu.court.gov.cn). Bidders with bribery criminal records are not allowed to participate in the bidding activities of this project.
3.8 legal person, other organization or individual that has an interest relationship with the tenderer and may affect the fairness of the tender shall not participate in the tender and shall provide a statement of no interest relationship with the tenderer.
3.9 This tender does not accept the consortium bid.
