II. Bidder Qualification Requirements

4Not included in the record list of "record dishonest enforcers or parties involved in major tax violations (I. e. tax violations blacklist)" (bidder issued a statement letter).

5The person in charge of the unit is the same person or different suppliers with direct holding and management relationship, and shall not participate in the bidding of the same package number or the same bidding project without the package number (the bidder issues a statement letter).
6Suppliers who provide overall design, specification preparation or project management, supervision, testing and other services for the procurement project shall not participate in other procurement activities of the procurement project (the bidder shall issue a statement letter).
