1.3 delivery period: the service shall be completed and accepted within 90 days from the date of signing the contract.

1.5 This project will implement the results of supplier bad behavior management in accordance with the latest "China Telecom Supplier Bad Behavior Management Rules". Please focus on the key contents such as supplier subject, processed products, processing scope, prohibition period, etc. to which the processing results are applicable. 1.6 this project sets a maximum election price, the maximum election price excluding tax is 1.112 million yuan. If the candidate's bid is higher than the maximum election price, his election will be rejected.

2. Candidate qualification requirements

Basic eligibility requirements for 2.1 candidates:

（1) Candidates should be legally and financially independent legal persons or other organizations registered in accordance with the law within the territory of the People's Republic of China, legally operating and independent of the selection and selection agencies, and have qualified and valid business licenses or registration documents. (Note: If a branch of a legal person that does not have legal personality participates in the election, it shall have the legal person's effective authorization for the project or the business matters covering the project.)

（3) Consortium: This project does not allow the consortium to participate in the election.

2.2 candidate shall not have one of the following circumstances:

（1) It is a subsidiary body (unit) that does not have independent legal personality than the candidate;

（2) Suspended or disqualified from bidding/candidacy in accordance with the law;

（3) being ordered to suspend production or business, temporarily withholding or revoking the license, and temporarily withholding or revoking the license;

（4) Entering into liquidation proceedings, or being declared bankrupt, or other incapacity to perform;

（5) In the last three years [36 months before the deadline for candidacy], the competent department of the relevant industry or the judicial authority has determined that the bid/selection, serious breach of contract, major project quality or safety problems have been defrauded;
