II. Qualification Requirements

2.1 respondent qualification: the respondent shall be an independent legal person or unincorporated organization legally registered within the territory of the People's Republic of China.

2.2 taxpayer qualification: must be a general VAT taxpayer.

2.3 performance requirements: the respondent shall have at least [3] previous performance similar to this project, the accumulated performance amount (contract plus framework) shall not be less than 5 million yuan (including tax), and the actual signing time of the contract shall be between January 1, 2021 and the date of announcement of this project.

Note:1, similar past performance refers to: dynamic ring monitoring system platform maintenance or base station dynamic ring monitoring maintenance services.

IV. Submission of response documents

4.1 This project does not accept the submission of paper response documents (except for the response guarantee and the legal representative's authorization letter ).

4.2 electronic response documents are submitted through China Mobile's electronic procurement and bidding system. The deadline for response is 15: 30 on February 26, 2024.

4.3 This project will be priced in China Mobile's e-procurement and bidding system at the same time as the above-mentioned response deadline. The legal representative of the respondent or his entrusted agent can participate in China Mobile's e-procurement and bidding system online on time.

4.4 one of the following circumstances occurs, the purchaser/procurement agency will not accept its response documents:

4.4.1 Respondents who submit late or fail to submit China Mobile's e-procurement and bidding system;

4.4.2 Respondents who have not obtained the procurement documents of this project in accordance with the requirements of this announcement.

Handling rules for abnormal submission of 4.5 electronic response documents: when the respondent's electronic response documents are submitted abnormally, the purchaser/procurement agency shall confirm with the system support team. if it is caused by system failure, the response deadline of the project shall be postponed (the specific time shall be notified separately) until the respondent completes the submission of electronic response documents; If it is not caused by system failure, the respondent shall bear the corresponding responsibility.

V. E-procurement response rules

The 5.1 supplier must submit the electronic response document on the system before the response deadline.

5.2, when the price of all respondent's response files is decrypted abnormally, the price of singing is postponed until the response files can be decrypted normally.
