1.2 Procurement content and subcontracting (bidding package) division:

（1) Procurement content: annual maintenance of Class A, Class B and Class C sites throughout the city (9 Class AB outlets of local network, 97 moving ring monitoring equipment of Class C outlets, 576 cameras and 132 sets of entrance guard). The service content includes daily maintenance, fault repair, moving ring (including cameras and entrance guard) construction services of newly-built outlets, etc.

（2) Estimated purchase amount: 290000 yuan (including tax).

（3) Place of service: Huangshan City, the place designated by the candidate.

（4) Service period: 2 years from the date of signing the contract.

（5) Quality standard requirements: qualified, meet the relevant national industry standards.

（6) Technical standard requirements: in line with national industry standards and China Telecom Anhui company technical requirements.

（7) Main category of assessed products involved: CP01741 maintenance services.

This project will apply the supplier's bad behavior treatment results in accordance with the latest "China Telecom Supplier Bad Behavior Management Rules". Please focus on the product category, treatment measures, treatment scope, prohibition period and other key contents applicable to the treatment results. （8) This project does not divide subcontracting (bidding). The number of winning candidates is 1, and the winning share is 100.

1.3 this project sets a maximum bid price, the maximum bid price is a discount (ON) of 100%, and candidates whose bid discount (ON) is higher than the maximum bid price will be rejected.

2. Candidate qualification requirements

Basic eligibility requirements for 2.1 candidates:

（1) Candidates must be legal and financially independent legal persons or other organizations within the territory of the People's Republic of China, and must provide photocopies/scanned copies of valid certification materials such as business licenses.

（2) Candidates must have the performance of similar projects (moving ring maintenance or moving ring construction) from January 1, 2021 to the date of announcement.

Note: The performance is subject to the signing date of the individual contract or the date of the order (the framework agreement and the order must be provided at the same time), the performance amount is subject to the amount of the individual contract or the order amount, and a copy of the key page of the contract must be provided./Scanned copy (including but not limited to the first page of the contract, the contract amount page, the purchase content page, the contract signature page, etc.), the framework agreement must provide the corresponding order scan/copy [the first page of the framework agreement, the signature page, the detailed order (need to reflect the date, the purchase content, etc.)], the original for future reference.

（14) There is a holding or equity relationship with the supervisor or agent or the selection agency of this option;

（15) being included in the list of seriously illegal and untrustworthy enterprises in the national enterprise credit information publicity system by the administrative department for industry and commerce;

（16) In accordance with the "China Telecom Supplier Bad Behavior Management Rules" and the handling results, the candidates and their products shall be subject to the prohibition of procurement in this project. If the same bidding package or the same comparison and selection item without subdivided bidding package involves multiple product evaluation categories, and if the candidate and any product category of the candidate involve related prohibited procurement processing results, the relevant prohibited procurement processing measures shall apply to the bidding package or comparison and selection item;

（17) Other circumstances limited by laws and regulations and comparison documents.

If the candidate is an agent, the candidate referred to in this article also includes the manufacturer he represents; if the consortium participates in the election, the members of the consortium shall not have any of the above circumstances.

3. Methods of qualification examination
