Eligibility requirements for 2. applicants:
1. Meet the provisions of Article 22 of the the People's Republic of China Government Procurement Law;
(1) Registered in the People's Republic of China, with independent legal personality and annual inspection qualified business license, or provide legal person certificate of public institution;
