Supplier Qualification Requirements:

2.1 business license: the supplier shall be a legal person or other organization registered within the territory of the people's Republic of China with the ability to bear civil liability, and shall have a valid business license (the institution shall provide the legal person certificate of the institution).

2.2 Financial Requirements: The service provider shall provide the financial audit report and attached tables audited by the accounting firm in 2022 (including the main body of the financial report, balance sheet, income statement, cash flow statement and notes on the financial situation. The audit report must be signed by the certified public accountant and stamped with the practice registration seal). The audit report shows no bankruptcy or insolvency. If other institutions such as institutions, branches, newly established companies (established after January 1, 2023) and other responders cannot provide their own financial audit reports, they must provide the latest financial statements with official seals or valid supporting documents such as bank credit certificates issued in recent March;

2.3 performance requirements: in the past three years (from January 1, 2020 to the deadline for submission of negotiation documents, subject to the date of signing the contract), at least one performance project engaged in computer room maintenance or computer room construction services (with contracts, corresponding settlement invoices and screenshots of invoices from the national value-added tax invoice inspection platform (https://inv-veri.chinatax.gov.cn/) of the state administration of taxation, invoices issued within 30 days before the date of the negotiation announcement will not be approved). The service provider shall provide complete proof of performance as required, and the absence of one of the three will not be recognized as effective performance.

2.4 Reputation Requirements

2.4.1 Those listed by the administrative department for industry and commerce in the list of serious illegal and dishonest enterprises in the national enterprise credit information publicity system (http://www.gsxt.gov.cn/), or listed by the Supreme People's Court on the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platforms at all levels are not allowed to participate in this negotiation (with screenshots of the national enterprise credit information publicity system and credit China website) (only for enterprise units, if the institution is unable to provide screenshots of the national enterprise credit information publicity system, it can provide relevant information on the registration website of the institution).

2.4.2 If the cumulative dishonesty score of the responder reaches one of the following criteria ① ~ ④, the negotiation response will be rejected.

① The total score of the respondent's breach of trust reaches 8 points, and the last breach of trust starts less than half a year from the bid opening day;

② The total score of the respondent's breach of trust reaches 9 points, and the last breach of trust starts less than one year from the bid opening day;

③ The total score of the respondent's breach of trust reaches 10 points, and the last breach of trust starts less than two years from the bid opening day;

④ The total credit score of the respondent is 10.5 or more, and the last credit score is less than three years from the bid opening day. Respondent dishonesty points shall be subject to the dishonesty information released by PetroChina Tendering and Bidding Network on the day of bid opening, and the judges shall conduct online inquiry during the evaluation. If the bidder has dishonesty, the screenshot of the inquiry shall be kept for archiving.

2.6.1 Subcontracting is not allowed, and there is no unqualified situation in the quality supervision and inspection of the state, industry, group companies and local governments from January 1, 2020 to the deadline for submission of negotiation response documents;

2.6.2 Responders who have been disqualified (or suspended) from bidding (or non-bidding) by PetroChina or Changqing Oilfield are prohibited from participating in this negotiation; after the completion of the selection, in the process of signing the contract, the contractor shall bear the liability for breach of contract due to the contractor's reasons (the service provider promises). 2.6 this competitive negotiation does not accept the consortium.
