China Mobile Communications Group Zhejiang Co., Ltd. Hangzhou Branch (hereinafter referred to"Purchaser") will conduct open competitive negotiations on the seventh batch of comprehensive service projects for difficult sites in Hangzhou in 2023. Units that meet the requirements are welcome to participate.

1. Procurement content:

The construction of supporting facilities for this difficult station procurement includes iron tower (including heightening frame, mast and roof pole), machine room (including integrated cabinet), supporting equipment (delivery/DC distribution box), combined switching power supply, battery, air conditioning, lightning protection ground network,Moving ring monitoring(Provide customer interface), lighting, fire protection, etc.

The service content required for this difficult station project includes the maintenance of supporting facilities, site coordination, owner maintenance, etc.

The division of procurement packages, the number of transactions and the share of transactions are as follows: division.Eight purchase packages, each with one unit, with a turnover share of 100 per cent.

Requirements for construction period: from the date of issuance of the transaction notice45 calendar days to complete the site delivery.

Contract signing: sign a letter of intent after the transaction, and sign a lease contract after the completion of the project construction and the opening of the site. Contract term: the floor station from the date of signing6 years, landing tower 10 years from the date of signing.

2. Qualification requirements

1) A legal person or other organization legally registered within the territory of the People's Republic of China shall have a valid business license, tax registration certificate, organization code certificate or three-in-one business license; if it is a branch, it shall provide the business license and authorization certificate of the superior legal person. Special VAT invoices can be issued (proof that special VAT invoices can be issued must be provided)

2)① The supplier's design cooperation unit must have Grade A qualification for engineering design or Grade C or above qualification for engineering design in electronic communication, radio and television industry;

② The survey cooperation unit of the supplier participating in the landing tower site response must have Grade A or Grade B or above of the engineering survey qualification (geotechnical engineering);

③ The supervision cooperation unit of the supplier must have the comprehensive Grade A qualification of engineering supervision or Grade B or above qualification of engineering supervision (communication engineering);

④ The supplier's tower and mast construction cooperation unit must have Grade III or above qualification for professional contracting of steel structure engineering.

The qualification of the supplier shall comply with the national mandatory standards according to the specific response site.

⑤ The supplier shall provide the relevant contract signed with the cooperative unit and provide a copy of the relevant qualification certificate of the cooperative unit.

3) The respondent has a third-party base station lease service contract case from January 2020 to the response deadline (subject to the contract signing time).

4) The person in charge of the unit is the same person or different units with holding and management relationships, and shall not participate in the same purchase package response or the same project response without dividing the purchase package.

5) The respondent shall not be in one of the following circumstances: ordered to suspend business or go bankrupt; Suspended or disqualified from responding (including provincial companies in China Mobile Group); Property reorganized, taken over, sealed up, detained or frozen; Serious breach of contract in the last three years; In the last three years, the relevant administrative supervision department has determined and issued a fraudulent transaction; the response product has encountered major quality problems in the use of the current network of China Mobile or other telecom operators, which have not yet been properly resolved.

6) The supplier and its legal representative (person in charge of the unit), and the entrusted agent shall not be the person who is untrustworthy (query website: China Executive Information Disclosure Network http://zxgk.court.gov.cn or Credit China http://www.creditchina.gov.cn).

7) The business scope of the business license of the respondent shall include "lease" or the business scope related to lease shall be added to the business license within one month after the commitment is completed.

3. Acquisition of procurement documents

3.1 This procurement will implement electronic procurement documents and no paper procurement documents will be issued.

The 3.2 time for obtaining procurement documents is from December 14, 2023 to December 18, 2023, from 9 am to 17 pm (Beijing time).

Method of obtaining 3.3 procurement documents:

3.3.1 The following materials shall be provided when obtaining procurement documents:

4.2 one of the following circumstances occurs, the purchaser/procurement agency will not accept its response documents:

4.4.1 Respondents who are overdue or not submitted;

4.4.2 Respondents who have not obtained the procurement documents of this project in accordance with the requirements of this announcement;

4.4.3 Respondents whose response documents are not sealed as required by the procurement documents;

4.4.4 Respondents who have not provided the power of attorney for submitting response documents.
