1. Tender Conditions
The project owner of this tender project is the mechanical and electrical equipment and comprehensive automation renovation project of Majiagou secondary pumping station of Tongguanyi Yangtze River water lifting project.Chongqing Runlong Water Resources Development Co., Ltd.The construction funds are self-raised by the enterprise, and the tenderer isChongqing Runlong Water Resources Development Co., Ltd.. The project has already met the bidding conditions, and the project is now subject to public bidding.
2. Project overview and bidding scope
2.1 construction site: Shiban Town, Chongqing High-tech Zone
2.2 Project overview and construction scale: primary replacement of 10kv switchgear and 400v switchgear in 35kv substation of Majiagou secondary pumping station, replacement of original protection system, original DC system and original reactive power compensation system, replacement of water pump, replacement of cooling circulation system, installation of temperature and vibration monitoring system for bearings, renovation of overall automatic control of pumping station, establishment and integration of intelligent information systemMoving ring monitoringsystem.
Estimated amount of contract for this bidding project in 2.3: about 16 million yuan
Scope of 2.4 bidding: procurement, installation, commissioning, trial operation and temporary works of mechanical and electrical equipment for Majiagou secondary pumping station and comprehensive automation renovation project of Tongguanyi Yangtze River Water Pumping Project. Requirements for 2.5 construction period: 180 calendar days; Requirements for defect liability period: 24 months;
3. Bidder qualification requirements
3.1 This tender requires bidders to meet the following conditions:
3.1.1 The qualification conditions required by the bidder in this tender: having the second-level or above construction qualification for general contracting of mechanical and electrical engineering construction issued by the construction administrative department;
3.1.2 Performance conditions required by the bidder in this bidding:
（1) Performance time requirements:
Before the deadline for submission of bids5 years refers to the performance of one similar project from January 1, 2018 to the deadline for submission of bids (subject to the completion time).
（2) Performance scale requirements:
Project category: equipment supply and installation of pumping station project (or water plant pump house project)
Project scale:150000 m/day and above
3.1.3 Bidders shall also have corresponding construction capabilities in terms of personnel, equipment, funds, etc. For details, please refer to Item 1.4.1 of the Pre-Schedule of Instructions to Bidders in Chapter II of the Bidding Documents.
3.2 This tender does not accept the consortium bid.

The bidding will give economic compensation to the technical achievements in the bidding documents of the unsuccessful bidders. If economic compensation is given, the tenderee will pay the economic compensation according to the following standards:

If the bidder fails to complete the market subject information registration and ca digital certificate processing in time, resulting in the failure to complete the whole process of electronic bidding, it shall be held responsible.
4.2 Bidders can ask questions in the "I want to ask questions" column at the bottom of the bidding announcement website of this project of Chongqing Public Resources Trading Network. The time for asking questions is from this announcement to 2023-12-17 09:00:00 (Beijing time).
4.3 The tenderee shall issue a clarification on Chongqing Public Resources Trading Network before 2023-12-19 18:00:00 (Beijing time).
5. Contents of Bid Documents Submitted
5.1 the deadline for submission of bid documents (bid deadline, the same below) is 2024-01-03 09:30. Bidders shall log into Chongqing's electronic bidding system through the Internet using ca digital certificates before the bid deadline and upload encrypted electronic bid documents.
5.2 electronic bidding documents that are not encrypted as required will not be uploaded to the Chongqing electronic bidding system. If the bidding documents are not uploaded within the time limit, the bidding documents will be deemed to be withdrawn.
