I. Conditions of Bidding

This tender project is 2024 to 2025 Guangzhou Power Supply Bureau Communication Center Communication Construction and Network Operation Service Procurement Framework, the tenderer is Guangdong Power Grid Co., Ltd. II. Project Overview and Scope of Bidding

(I) Project overview:

Target 1: Provide wireless network equipment transformation and construction services for the communication center during the validity period of the framework.

Target 2: Provision of communication centres during the validity period of the frameworkMoving ring monitoringEquipment renovation and construction services, including installation and commissioning of moving ring monitoring equipment, relevant cable laying and business cutover.

Target 3: To undertake the communication center power equipment transformation and construction services, including power equipment installation, commissioning, testing, related cable laying and business cutover.

Target 4: To undertake the transformation and construction services of air-conditioning equipment in the communication center, including the installation and commissioning of air-conditioning equipment and the laying of related cables.

Target 5: Provide communication center communication room overhaul project construction services, communication room related transformation construction within the validity period of the framework.

Target 6: Within the validity period of the framework, we will provide communication transformation and construction services for the whole station of the communication center, including installation and commissioning of communication equipment, laying of related cables and business cutover; installation and testing of power supply and auxiliary equipment, decoration of computer rooms and other communication professional types.

Target 7: Provide communication center transmission equipment transformation and construction services during the validity period of the framework, including transmission equipment installation, commissioning, related cable laying and business cutover.

Target 8: Provide communication center data equipment and voice switching equipment transformation and construction services during the validity period of the framework, including data equipment and voice switching equipment installation, commissioning, related cable laying and business cutover.

Target 9: This item is a tender for service units for the electronic transfer of services for other types of infrastructure projects in the Communication Center in 2023-2024. The bidding includes:

(1) Collection and arrangement of equipment data, including the collection of design data of project equipment by the design unit and the collection of on-site construction data by the construction unit;

(2) the establishment of equipment ledger, according to the design unit and the construction unit to provide information for infrastructure engineering equipment ledger structure and parameter entry;

(3) Follow up the audit process of equipment ledger, follow up and revise the audit process of supervision unit, project manager and operation unit stage ledger handover;

(4) The electronic ledger of the financial system equipment asset card is added, updated, revised, deleted and other maintenance work.

Target 10:2023-2024 Communication Center Production Test Equipment Inspection Framework.

Target 11: Provide technical support for the maintenance of integrated data network equipment and network management of the communication center during the validity period of the framework, and provide the following technical support services at the station by professional and technical personnel:

1) Assist to complete the daily operation and maintenance of integrated data network equipment (including inspection, regular inspection, etc.);

2) Assist in the preparation of maintenance plan, operation mode adjustment and network optimization of integrated data network;

3) Assist in the network management operation of the integrated data network in combination with the work requirements of the mode list, maintenance list, defect list, safety reinforcement, etc;

4) Assist in handling equipment and network troubleshooting and business recovery, analyze hidden dangers, assist in handling hidden dangers, prepare inspection reports and formulate prevention and control measures;

5) For the defects of the equipment, assist in the detection and debugging of faulty equipment and boards; Synchronously upgrade the software version and security vulnerabilities of the equipment;

6) Regularly check the operation of the integrated data network management system and flow monitoring system to ensure the normal functions and maintain the freshness of the data.

7) Cooperate and guide the independent maintenance of communication, and build the data network simulation model.

Target 12: During the validity period of the framework, the communication center will provide technical support for dispatching data network equipment and network management maintenance, and professional and technical personnel will be stationed to provide the following technical support services:

1) Assist to complete the daily operation and maintenance of dispatching data network equipment (including inspection, regular inspection, etc.);

2) Assist in the preparation of maintenance plan, adjustment of operation mode and network optimization of dispatching data network;

3) Assist to carry out the network management operation of dispatching data network in combination with the work requirements such as mode list, maintenance list, defect list, safety reinforcement, etc;

4) Assist in handling equipment and network troubleshooting and business recovery, analyze hidden dangers, assist in handling hidden dangers, prepare inspection reports and formulate prevention and control measures;

5) For the defects of the equipment, assist in the detection and debugging of faulty equipment and boards; Synchronously upgrade the software version and security vulnerabilities of the equipment;

6) Regularly check the operation of the dispatching data network management system (including the dispatching data network integrated network management and SDN network management system) to ensure the normal functions and maintain the freshness of the data.

7) Cooperate and guide the independent maintenance of communication, and build the data network simulation model.

Target 13: Provide technical support for the communications service desk of the communications center during the validity period of the framework, and assign professional personnel to provide technical support for the work of the communications service desk, including:

1) Answer the communication service desk hotline, be responsible for accepting non-productive communication barriers, resource applications, user complaints and other issues, and follow up the business or problem document process;

2) Responsible for the maintenance and technical support of the "South Netcom" unified communication system within the Guangzhou Bureau, and the use and promotion of the South Netcom system.

Target 14: Provide technical support for the network security protection of the communication system of the communication center during the validity period of the framework, and provide the following technical support services at the station of professional and technical personnel:

1) For the main station and sub-station equipment of the communication center and the subsequent newly added equipment, according to the requirements of the South Network and information security level protection, provide equipment daily inspection, special inspection, performance tuning, firmware upgrade, anti-virus, security reinforcement, strategy improvement services and function expansion, fault repair and other services.

2) Provide technical support and on-site 7 × 24-hour station support during the 2024 network protection operation.

3) Two-year license authorization renewal (one year renewal) for 7 network security devices provided to the main station of the communication center.

Target 15: Provide communication center communication operation control system maintenance during the validity period of the framework, arrange professional on-site station service, provide on-site rapid technical services, mainly including:

1) For the communication operation control system of the communication center, upgrade the version of each module of the system in time, complete the optimization, adjustment and defect treatment of each module function in time, and ensure the safe and stable operation of the operation control system.

2) For the data generated by infrastructure construction, overhaul and technical renovation projects and daily production and maintenance, electronic sorting and data entry shall be carried out according to the format requirements of the operation control system, normative inspection of system data and consistency comparison of ledgers shall be completed regularly, on-site data verification shall be carried out with teams and groups, and incremental and existing logical data shall be updated, maintained and verified, and data correction shall be completed in time, ensure that system resource data is updated in a timely and accurate manner.

Target 16: Within the validity period of the framework, complete the digitization of archives and archival arrangement of the communication center construction project, including the electronization of project archives, archival arrangement, coordination with archival inspection, and standardized management of archives.

Target 17: Within the validity period of the framework, complete the occupational health environment assessment service of the Communication Center, including: occupational health environment assessment of the substation room under the jurisdiction of the Communication Center.

(II) Scope of Bidding:

Target 1: During the validity period of the framework, provide wireless network equipment transformation and construction services for the communication center.

Target 2: Provide communication center dynamic ring monitoring equipment transformation and construction services during the validity period of the framework, including dynamic ring monitoring equipment installation, commissioning, related cable laying and business cutover.

Target 3: During the validity period of the framework, provide power equipment transformation and construction services for the communication center.

Target 4: During the validity period of the framework, provide air-conditioning equipment transformation and construction services for the communication center.

Target 5: Provide communication center communication room overhaul project construction services, communication room related transformation construction within the validity period of the framework.

Target 6: Within the validity period of the framework, we will provide communication transformation and construction services for the whole station of the communication center, including installation and commissioning of communication equipment, laying of related cables and business cutover; installation and testing of power supply and auxiliary equipment, decoration of computer rooms and other communication professional types.

Target 7: Provide communication center transmission equipment transformation and construction services during the validity period of the framework, including transmission equipment installation, commissioning, related cable laying and business cutover.

Target 8: Provide communication center data equipment and voice switching equipment transformation and construction services during the validity period of the framework, including data equipment and voice switching equipment installation, commissioning, related cable laying and business cutover.

Target 9: During the validity period of the framework, the new, updated, revised, deleted and maintained the electronic data of equipment ledger and financial system equipment asset cards after the completion of other types of infrastructure projects of the communication center, and the provision of services for the electronic transfer of other types of infrastructure projects of the communication center.

Target 10: During the validity period of the framework, the production of test equipment testing services for the communication center.

Target 11: During the validity period of the framework, technical support for the maintenance of integrated data network equipment and network management of the communication center, project requirements see technical specifications.

Note: The estimated purchase amount is the demand forecast data, which is only used as the estimated scale of bidding for the reference of bidders. It does not represent the commitment of the tenderee to the purchase quantity and amount. In the end, the actual number of projects implemented during the validity period of the framework bidding and the actual settlement amount according to the contract terms shall prevail.

The completed steps can be ignored. The supplier shall reserve enough time for the digital certificate processing. If the supplier cannot bid due to its own reasons, the consequences shall be borne by the supplier.

V. Submission of Bidding Documents

(I) Bid Submission Method

1. Submit the bidding documents through the supply chain unified service platform of China Southern Power Grid (www.bidding.csg.cn), and this shall prevail.

2. All-electronic paperless bidding is adopted in this bidding. Bidders must complete the uploading of bidding documents on the supply chain unified service platform of China Southern Power Grid Company according to the requirements of the bidding documents before the specified closing time. There is no need to separately produce and submit paper bidding documents and U disk electronic bidding documents. If the bidding documents are not produced or uploaded on the supply chain unified service platform of China Southern Power Grid Company as required, all consequences caused shall be borne by the bidder.

(iv) Computer hardware signature review requirements

In order to further standardize bidding activities and maintain a fair and competitive market environment, the project strictly examines the computer hardware feature codes generated by bidders during the process of downloading bidding documents, making and uploading bidding documents. In case of any of the following circumstances, the bid evaluation committee shall reject the bid:

1. The IP address of the bidding documents downloaded by other bidders, the CPU serial number of the bidding documents and the serial number of the hard disk are consistent at the same time;

2. The IP address, CPU serial number and hard disk serial number of the bid documents uploaded by other bidders are consistent at the same time;

3. Consistent with the MAC address of the network card in the bidding documents of other bidders.

If any of the above situations occurs in the minimum independent evaluation unit (target/bid package/bid section) of the procurement project, all bid documents of the bidder responding to the procurement project and subsequent procurement of the same procurement project will be rejected.

If there is collusive bidding in the bidding documents, the relevant bidders will be punished for not accepting bids in accordance with the relevant regulations of China Southern Power Grid.

VIII. Other Announcement Contents

According to the requirements of the national "network security review measures", the successful candidate/winning bidder has the obligation to cooperate with the network security review work for the products or services that need to be declared to the national network security review office by China Southern Power Grid Corporation. The required declaration materials shall be provided within 3 working days after receiving the notice from the tenderee, the convenience of providing products and services shall not be used to illegally obtain user data, illegally control and manipulate user equipment, and shall not interrupt the supply of products or necessary technical support services without justifiable reasons. The winning bidder can only be determined after the products and services pass the network security review. Those who fail to pass the network security review will be disqualified from winning the bid. All bidders participating in this bidding shall be deemed to have committed to the above matters, and the successful candidate/winning bidder shall bear the relevant responsibilities and consequences for the losses caused by the failure of the products and services of the successful candidate/winning bidder to pass the network security review obligations (including non-cooperation with the review, deliberate concealment, provision of false declaration materials, etc.) and cause direct or indirect losses to the tenderer, the tenderer reserves the right to be held accountable.
