3. Bidder Qualification Requirements

2. The bidder is not in the process of being ordered to stop production, suspend business or enter into bankruptcy proceedings, and the assets have not been reorganized, taken over and frozen.

3. The bidder is not in the administrative department orChina Huadian Corporation LimitedWithin the penalty period of the prohibition of bidding confirmed by the relevant documents of the unit in the system.

4. Legal persons, other organizations or individuals whose interests with the tenderer may affect the fairness of the tender shall not participate in the tender. The person in charge of the unit is the same person or different units with a holding or management relationship, and may not participate in the bidding of the same bid section or the same bidding project without division of bid sections.

5. Bidders shall not be included in the list of serious illegal and dishonest enterprises (which have not been lifted during the bid evaluation period) in the national enterprise credit information publicity system (http://www.gsxt.gov.cn) by the market supervision and administration authority.

6. Bidders shall not be included in the "List of Untrustworthy Executives" by the "Credit China" website (www.creditchina.gov.cn) (those that have not been lifted during the bid evaluation period).

7. The tenderee does not accept bidders who have lost money for 3 consecutive years from 2020 to 2022; Bidders who have been registered for less than three years will not accept bidders who have been losing money since their establishment.

8. The bidder shall have the qualification of software capability maturity integration model CMMI3 or above, and hold 3 or more computer software copyright registration certificates.

9. The bidder shall have the operation performance of at least 2 domestic power industry management information systems from January 1, 2018 to the deadline for submission of bids.

All bid performance shall be provided with the following valid relevant supporting materials:

（1) Main information of the contract: scanned copies of the contract cover or first page, main technical requirements (parameters) page, scope of supply, signature and seal page, etc.

（2) Proof of commissioning with the signature of the Owner: the commissioning certificate provided by the Owner or the handover of production or safety and stability operation certificate or the performance test report or quality acceptance report issued by the third party.

Where not in accordance with the above (1), (2) two requirements to provide the main information of the contract, used to prove the performance of the materials, the corresponding performance is regarded as invalid performance.
